Open Source Bill

It has been exactly two months since Rep. Teddy Casino's office announced that they were "in the process of drafting a bill on open source, compelling the gov't to adopt open source software, among others" on the PLUG mailing list.

Bluepoint Foundation's proposed Open Source Bill has been on standby for more than 4 years now, the main points of which are the following:

• Open Standards and Open Formats
• Open Source as Preferred Choice in Selection Process
• Open Source as Component in Education

While several prominent senators and congressmen indicated their interest then, we felt that it was too early to legislate something that did not yet have adequate implementation and support mechanisms.

I wonder if times have changed.
